Built is not the same as downloadable.
The app works offline in the simulator. Before public release it still needs Apple Developer enrollment and signing, an app-specific privacy policy with the correct legal entity, installation and security checks on a physical iPhone, TestFlight feedback, App Store listing details and Apple review.
